CAPITAL PROJECT DEVELOPMENT PROCEDURES

Typical Scenario

PROJECT SCREENING

  • The Project Promoter(s) sends electronic version of the  project's executive summary for review by CACFU Consultants.
  • CACFU checks for market appetite to finance the project.
  • If positive funding possibility is determined at the time of review, at the recourse of the project promoter(s), a non commitment travelling costs is paid to CACFU for a Consultant to undertake a site visit inspection and review to carry out due diligence, KYC.
  • The Consultant discusses the pontentiality and viability, risks and mitigation circumstances of  the project.
  • Terms of Engagement discussed during the visit, if agreed, the Power of Attorney to act agreed and signed.


THE PROJECT

  • CACFU is commissioned to write or review an existing feasibility stud  y to determine the bankability of the study for funding - consultancy fee will be charged where applicable.
  • Feasibility Study review completed.
  • Review and discuss Financing options with client.


PROJECT FINANCE SUPPORT

  • CACFU submits the completed Bankable Feasibility Study to the appropriate financiers i.e., Investment Banks, Bilateral and Multi-lateral Finance Institutions, Equity Investors, JV Partners for funding consideration and approval.
  • CACFU obtain pre-approved offer letter or Term Sheet from financiers where applicable.
  • Financier may undertake a site visit inspection and due diligence at Project Owner’s recourse.
  • Financier and project owner agree on terms and conditions and signs funding contract.Project Promoter(s) reviews and accepts, or rejects offer with acceptable reason for rejection, if the reason falls short of acceptable reason, the promoter pays a penalty of 1% value of the sum secured.Finance terms agreed and signed.


STRATEGIC DEVELOPMENT PLAN

  • International Consulting Project Manager(s) identified and agreed.Contract signed.
  • Engage civil contractors.
  • Construction commences.
  • Construction completed and Equipment Installation commences.


TECHNICAL AND COMMERCIAL SUPPORT

  • Feedstock Sourcing Plan/Logistics discussed.
  • Negotiate Off-taker Agreement, Risk Management,  Utility and Transportation Management.
  • Equipment Installation completed.
  • Project completion and Commissioning.


COMPLETED PROJECT INSPECTION AND REVIEW

  • Where applicable, a test run will be conducted to ensure that all technical specifications are met.
  • Project completed and sgned off.
  • Project Commissioning.
  • Where applicable, production commences.
